A firm carrying on a business of providing financial advisory services in Singapore needs a financial adviser’s licence under the Financial Advisers Act 2001, and each individual who advises clients on its behalf needs to be registered as a representative before starting client-facing work.

What counts as a financial advisory service?
The Second Schedule to the Financial Advisers Act 2001 lists the regulated activities: advising on investment products, marketing collective investment schemes, advising on life policies, and arranging contracts of insurance for life policies, among others. A firm offering any of these to Singapore clients, whether from a local office or on a cross-border basis, generally falls within scope.
Who needs to apply?
Independent financial advisory firms, insurance broking arms that also give investment advice, and wealth management boutiques that are not already licensed as banks, capital markets services licence holders or exempt entities typically need to apply for their own FA licence. Firms already licensed under the Securities and Futures Act 2001 for fund management or dealing may be able to rely on an existing licence class rather than applying separately, depending on the specific services offered.
Licence versus exemption
Section 10 of the Financial Advisers Act 2001 is the section under which a financial adviser’s licence is granted. Section 20(1) sets out the categories of exempt financial adviser, which include banks, merchant banks and holders of a capital markets services licence acting within the scope of that licence. An exempt adviser does not need a separate FA licence but must still meet the conduct requirements that apply to licensed advisers doing the same activity.
Numerical specifics
Minimum base capital for a licensed financial adviser is generally S$150,000 to S$300,000 depending on the services offered, plus a professional indemnity insurance requirement. Representative registration (an appointed representative, provisional representative, or exempt appointment) is processed through MAS’s Representative Notification Framework, and a representative cannot start advising clients until MAS confirms the notification, which usually takes 3 to 5 business days once the entry requirements (relevant CMFAS papers, no disqualifying record) are met.
Step-by-step process
- Confirm which of the Second Schedule activities the business will actually carry out.
- Decide whether the firm will hold its own FA licence or operate through an existing exempt status.
- Prepare the licence application: business plan, compliance arrangements, fit-and-proper declarations for directors and shareholders, and professional indemnity cover.
- Lodge with MAS and respond to follow-up queries.
- Once licensed, notify MAS of each representative before that person gives advice to clients.
Common mistakes and gotchas
A frequent error is treating representative notification as a formality that can happen after a new hire starts meeting clients; MAS treats pre-notification advice as a breach. Firms also sometimes under-scope their licence application, leaving out an activity (such as arranging life policy contracts) that the business model actually requires, which then forces a variation application later.

FAQs
Can a licensed FA also run a fund management business? Only within the scope its licence permits; running a collective investment scheme as manager generally needs a separate capital markets services licence or VCC manager arrangement.
Do FA representatives need continuing education? Yes, MAS requires continuing professional development hours tracked against the representative’s notification record.
Is a foreign FA licence recognised in Singapore? No, a firm advising Singapore clients on a regulated basis generally needs its own Singapore licence or exemption, regardless of home-jurisdiction licensing.
What happens if a representative resigns mid-engagement? The firm must notify MAS to close out the representative’s notification and ensure client files are properly handed over.
Can a sole proprietor be a licensed financial adviser? Licensing is generally granted to a corporation; sole proprietorships and partnerships face additional restrictions and are less commonly licensed.
