ACRA registers your company and takes your annual filings. It does not collect your tax, issue your work passes, license your restaurant, register your trade mark or handle your CPF. Sending the question to the wrong agency is the single most common reason a business owner thinks the government is slow.
Raffles Corporate Services works with a panel of experienced Singapore law firms who offer cost-effective and efficient legal service and advice. This article is general information only and is not legal advice.
Singapore’s regulatory architecture is deliberately split by function rather than by customer. That is efficient for the state and confusing for a first-time director, because nothing about the structure tells you which door to knock on. The result is predictable: emails to ACRA about GST, calls to IRAS about employment passes, and a fortnight lost.
This is a routing guide. Find the symptom, get the agency, go to the portal.

The four agencies you will actually deal with
ACRA
The registry. ACRA holds the legal record of who owns and runs your company, and receives your annual return and financial statements. Its remit ends at the registry and the statutes it administers, principally the Companies Act 1967, the Limited Liability Partnerships Act 2005 and the Business Names Registration Act 2014, together with the regulation of public accountants and corporate service providers.
The boundary that catches people: ACRA does not decide whether your business activity is lawful. Registering a company with an SSIC code for, say, a food business does not license you to sell food. Registration and licensing are separate exercises with separate regulators.
IRAS
The tax administrator. Corporate income tax, GST, withholding tax, stamp duty and property tax all sit here. IRAS also negotiates and administers Singapore’s tax treaties.
The boundary that catches people: your ACRA financial year end and your IRAS basis period are related but they are not the same thing, and changing one does not automatically change the other. We have covered that trap in changing your company’s financial year end. GST registration is also a separate exercise from company registration entirely, covered in GST registration, compulsory versus voluntary.
MOM
Work passes and employment law. Employment Passes, S Passes, Work Permits, Dependant’s Passes, the Employment Act, workplace safety, and the regulation of employment agencies all sit with MOM.
The boundary that catches people: a director appointment at ACRA is not a work pass, and a work pass is not a directorship. A foreigner can be a director of a Singapore company without a work pass provided he is not working here, and can hold a work pass without being a director. Two different questions, two different regulators. See EP and S Pass salary increases from January 2027 for where the thresholds are heading.
CPF Board
Employer contributions for Singapore citizen and permanent resident employees. The CPF Board administers the national social security savings scheme, and employer obligations start the month your first qualifying employee does.
The boundary that catches people: CPF is not payroll tax and IRAS does not collect it. They are separate returns, separate deadlines and separate portals, even though the same payroll run feeds both.
The portals worth bookmarking
GoBusiness. The single front door for business licensing. Rather than guessing which of dozens of sector regulators you need, GoBusiness routes the application from a description of what you intend to do. If you are in food, retail liquor, private education, healthcare, security services, travel or events, start here rather than with the regulator’s own site.
UEN. Your Unique Entity Number is issued once, by whichever agency registered you, and is then used across government. For a company, ACRA issues it at incorporation. The UEN portal is where you search and verify one. A UEN is not a GST registration number, and quoting one where the other is required is a common invoicing error.
Singapore Department of Statistics. The home of the Singapore Standard Industrial Classification. Your SSIC code is chosen at incorporation, sits on your business profile, and is used by other agencies to work out which rules and which grants apply to you. Choosing it carelessly at incorporation costs you later, usually when a grant assessor looks at it.
EDB Connections Concierge. An introduction service for incoming businesses, connecting new entrants with partners for incorporation, banking, workspace and recruitment. Useful if you are arriving from overseas with no local network.
gov.sg. The central government site, and the place to check whether something claiming to be official is. Official Singapore government sites end in .gov.sg. That single rule defeats most of the impersonation attempts businesses receive, and it is worth telling your finance team.
What goes wrong in practice
Assuming the registry is the regulator. A company registered with ACRA is not a licensed company. Businesses open, trade for months, and then discover a sector licence was required from day one. Check GoBusiness before you sign a lease, not after.
Letting the SSIC code drift. The activity code you picked hurriedly at incorporation becomes the description of your business that other agencies rely on. When it no longer describes what you do, a grant application or a licensing assessment is where you find out.
Treating a government deadline as one deadline. Year end is not one event. It is an ACRA annual return, an IRAS estimated chargeable income filing, an IRAS income tax return, and depending on your circumstances a GST return cycle running independently of all of them. Four clocks, three agencies.
Responding to correspondence without checking the domain. Government agencies communicate through .gov.sg addresses and sites. A message asking for a payment, a bank detail or a login to something else is not from them. Singapore’s own advisory on this is unambiguous, and the ScamShield helpline on 1799 exists precisely for the moment you are unsure.
Escalating to the wrong place. If the problem is that a rule itself is obstructing legitimate business, that is not a complaint to the agency administering it. The Pro-Enterprise Panel exists to take exactly that kind of representation. If the problem is a policy direction, REACH is the consultation channel. Both are more productive than a third email to a case officer who has no authority to change the rule.
Frequently asked questions
Does ACRA handle my company’s tax?
No. ACRA is the business registry and administers the Companies Act 1967 and related statutes. Corporate income tax, GST, withholding tax and stamp duty are all administered by IRAS through myTax Portal. Your ACRA annual return and your IRAS tax filings are separate obligations with separate deadlines, and filing one does not satisfy the other.
Who issues business licences in Singapore?
The relevant sector regulator, not ACRA. The practical route is GoBusiness, which routes a licence application to the correct agency based on the activity you describe. Company registration and licensing are independent: being registered with ACRA does not entitle you to carry on a regulated activity without the licence.
Is my UEN the same as my GST registration number?
For most entities the GST registration number is based on the UEN, but they are not interchangeable concepts. The UEN identifies the entity across government and is issued at registration. GST registration is a separate application to IRAS, and you only have a GST number if you are registered for GST.
Which agency do I contact about hiring a foreigner?
The Ministry of Manpower. MOM issues Employment Passes, S Passes and Work Permits, administers the Employment Act, and regulates employment agencies. ACRA has no role in work passes, and appointing someone as a director at ACRA does not give that person any right to work in Singapore.
How do I know a message is really from a Singapore government agency?
Official Singapore government websites end in .gov.sg. Government officials will not ask you to transfer money or disclose bank login details over the phone. If a message asks for either, treat it as a scam and call the ScamShield helpline on 1799 to check.
Where do I raise a rule that is blocking my business?
The Pro-Enterprise Panel, which sits under the Ministry of Trade and Industry and exists to advocate internally for businesses on pro-enterprise regulatory change. For feedback on policy and national issues more broadly, REACH is the government’s consultation channel.
Getting to the right door first time
Most of the friction businesses feel with Singapore’s regulators is not the regulators. It is an entirely reasonable assumption that the agency that registered you is the agency that handles you, and that assumption is wrong in every direction except one.
The habit worth building is to ask what function the problem belongs to before asking who to email. Registry, tax, manpower, licensing, intellectual property, financial regulation. Once you have the function, the agency is obvious, and every one of them answers faster than its reputation suggests.
Raffles Corporate Services sits between Singapore businesses and several of these agencies every working day, and a fair part of what we do is simply knowing which clock belongs to whom. If your year end involves three regulators and you would rather it involved one point of contact, that is the conversation to have. You can also read more on Singapore corporate secretarial practice at Singapore Secretary Services, and ACRA publishes its own directory of government agencies and useful resources.
