
Singapore offers a spectrum of work visas for foreign professionals — from the workhorse Employment Pass (EP) to the elite Overseas Networks & Expertise Pass (ONE Pass), to the flexible Personalised Employment Pass (PEP). Each is built for a different profile, with different rights and different obligations. Picking the wrong one wastes months. Picking the right one unlocks the full pathway to Singapore residency and, eventually, permanent residence.
This guide compares the three principal employer-independent or quasi-independent passes used by senior professionals in 2026 — the EP, the ONE Pass, and the PEP — and explains who each is built for, what they cost, and how to choose.

Employment Pass: The Default Pass for Skilled Professionals
The Employment Pass is the workhorse pass for foreign professionals working at a Singapore-incorporated employer. It is sponsored by the employer, tied to a specific role, and assessed against MOM’s Employment Pass framework and, since September 2023, the COMPASS points system.
For 2026 applications, candidates need to clear two bars:
- Salary floor: S$5,600 per month for non-financial sector, S$6,200 for financial services. Older candidates need higher salaries on a sliding scale.
- COMPASS: 40 points across four foundational criteria (salary, qualifications, diversity, local employment) plus two bonus criteria (skills shortage list, strategic economic priorities).
The EP is sponsor-tied. If the employee leaves the employer, the EP must be cancelled and a new EP applied for at the new employer. ONE Pass: The Global Talent Pass
The Overseas Networks & Expertise Pass was launched in January 2023 to attract a small pool of internationally mobile, top-of-market talent. It is the only pass on this list that is fully employer-independent — a ONE Pass holder can simultaneously work for, or start, multiple Singapore companies without re-applying.
Eligibility (2026):
- Salary route: Fixed monthly salary of S$30,000 for the 12 consecutive months leading up to application, with a current employer. “Fixed monthly” excludes bonuses, equity, and pension contributions.
- Achievement route: Outstanding track record in arts, sports, science, technology, business, or research. No salary requirement, but evidence of international standing is essential.
The ONE Pass is valid for an initial five years and renewable in five-year increments, subject to evidence of meaningful contribution to the Singapore economy during the term. It is exempt from COMPASS, FCF, and the EP salary floor.

PEP: For High-Earning EP Holders Who Want Flexibility
The Personalised Employment Pass is built for foreign professionals who already qualify for an EP but want freedom from a single sponsor. It is granted in the holder’s own name — not the employer’s.
Eligibility:
- Currently in Singapore on an EP with a fixed monthly salary of at least S$22,500, OR
- Overseas applicant with last drawn fixed monthly salary of at least S$22,500 within the last six months.
Once granted, the PEP allows the holder to:
- Change employers without re-applying.
- Remain in Singapore for up to six months between jobs.
- Earn at least S$144,000 per calendar year (a strict requirement).
The catch: the PEP is valid for three years and is not renewable. By the end of the third year, the holder must either secure a new EP, qualify for a ONE Pass, or transition to PR. For our deeper coverage, see the PEP service page.
How to Choose: Decision Framework
Below is the practical decision tree most candidates should run.
1. Are you earning S$30,000+ fixed per month for 12 months?
If yes — apply for the ONE Pass. It offers the longest validity, the broadest flexibility, and the strongest signal to ICA at PR application time. The application is more administratively involved than an EP, but the unlock is significant.
2. Are you earning S$22,500+ but below S$30,000?
You qualify for the PEP. Choose the PEP if you anticipate changing employers in the next three years or want flexibility to consult, advise, or take board roles. Stay on an EP if your role is stable and you would rather not deal with the PEP’s annual income reporting and three-year hard limit.
3. Are you below S$22,500?
EP is the route. Optimise for COMPASS by aligning your salary against benchmark percentile, your qualifications, your employer’s local hiring profile, and (if applicable) the skills shortage list. For our broader EP guidance, see the Employment Pass overview.

The ONE Pass achievement route or the EntrePass may apply, even if your salary is modest. Document your achievements thoroughly — international awards, peer-reviewed publications, exhibition or performance records, or significant capital raised at a venture-backed company are persuasive evidence.
Family Considerations: Who Can Bring Whom
All three passes allow the holder to bring family members on Dependant’s Passes (DP) for spouses and children under 21 (provided the holder earns at least S$6,000 per month for the EP, and meets the relevant salary thresholds for ONE Pass and PEP).
For DP holders who wish to work, MOM requires them to obtain their own work pass (EP, S Pass, or Work Permit) under their own employer — the Letter of Consent route was discontinued in 2024 except in specific transitional cases.
Long-term Visit Pass (LTVP) is available for parents of high-salaried pass holders — though processing remains discretionary.
Pathway to Permanent Residence
All three passes are credible bases for a PR application after the typical 2–5 year tenure. ICA does not publish a points framework, but in practice the strongest applications come from candidates who have:
- Demonstrated stable, high-quality employment;
- Paid material Singapore tax across multiple Years of Assessment;
- Established roots through family ties, property ownership, or community involvement; and
- A clear story of long-term commitment to Singapore.

Common Mistakes
- Applying for an EP when ONE Pass eligibility is met. The longer validity and flexibility of the ONE Pass is significant for senior professionals.
- Underestimating the PEP’s annual income test. The S$144,000 minimum is enforced strictly — missing it triggers withdrawal.
- Conflating “fixed monthly” with total compensation. The ONE Pass S$30,000 threshold is fixed cash only. Bonuses, equity, and benefits do not count.
- Forgetting COMPASS at the EP stage. Even strong candidates fail when the employer’s diversity and local hiring profile is poor. Pre-screen the employer’s scoring profile before submitting.
