What Is the M-SEP Scheme?

Under the scheme, a qualifying firm may temporarily hire S Pass and Work Permit holders above its existing DRC and S Pass sub-DRC for a two-year support period.

Crucially, M-SEP is not a permanent uplift and not a way to avoid the local hiring philosophy behind Singapore’s work pass system. It is a bridge that lets firms deliver strategic projects while building up their Singaporean workforce in parallel.

Who Qualifies? The Two Conditions

To be eligible for M-SEP, a firm must satisfy two conditions at the same time.

Condition 1: Contribute to Key Economic Priorities

The firm must participate in programmes or activities aligned with Singapore’s key economic priorities. These fall into three broad categories: investments that support Singapore’s hub strategy, innovation or research and development (R&D), and internationalisation. Participation is typically evidenced through an existing programme or endorsement from an economic agency such as the Economic Development Board, Enterprise Singapore or the Monetary Authority of Singapore.

Condition 2: Commit to Employ and Train Locals

The firm must commit to employ and/or train local workers during the support period. This is the reciprocal obligation: in exchange for extra foreign manpower flexibility, the firm invests in Singaporean jobs and skills. At renewal, the firm must show it has met this commitment and maintained its local workforce share.

1. Confirm Your Economic Contribution

2. Formulate Your Local Commitment

Prepare a credible plan to employ and/or train locals over the support period, with measurable targets you can evidence at renewal.

3. Submit the Application to MOM

Apply to MOM with your company details, the qualifying programme, and your local workforce commitment. If approved, the additional quota is applied to your work pass privileges for two years.

4. Maintain and Renew

Track your local workforce share throughout the period. To renew, you must demonstrate that you met both the economic contribution and the local hiring or training commitments, and maintained your local workforce share.

M-SEP is best suited to companies with a genuine strategic mandate and a real intention to grow local talent, not firms simply seeking more foreign headcount. Common Reasons M-SEP Applications Fail
