A VCC Investor Requests Payment to a Third-Party Bank Account: Verify Authority Before Transfer

A VCC third-party payment request needs a separate review before money is released. Confirm the investor’s entitlement, authenticate the instruction and explain why another person is to receive the money. An accepted redemption and a valid beneficiary instruction are different checks.

Identify what has changed

Compare the proposed account with the investor’s existing verified records. Establish the account holder, jurisdiction, currency and relationship to the investor. Ask whether the request concerns a new account in the same name or a genuinely different recipient. Preserve the original instruction and subsequent clarifications.

For redemption requests, start with the fund’s redemption decision file. Determine whether the amount is approved, which fund or sub-fund owes it and which documents govern the payment. Do not reopen or alter dealing dates merely to accommodate an unexplained bank change.

Bring the right people into the review

MAS Notice VCC-N01 guidance explains VCC obligations including customer identification, account review, transaction monitoring and engagement of an eligible financial institution for the necessary AML/CFT measures. Refer the instruction through the VCC’s actual compliance arrangements, manager and administrator.

This is not a statement that all third-party payments are universally prohibited or permitted. The applicable documents, controls, legal position and circumstances need to be assessed. An investor’s assurance that the recipient is a relative or related company does not complete that assessment.

Authenticate independently

Use a previously established contact route for confirmation. Do not rely solely on a phone number or link supplied in the change request. Ask for the explanation and documents the responsible compliance team requires, using an approved secure channel.

Our guide to bank requests for VCC investor records covers a related disclosure issue. Keep information sharing controlled: a payment investigation does not justify circulating investor passports to every person copied on an email.

Record the decision, not just the bank details

For example, a corporate investor requests payment to its shareholder’s personal account because the corporate account is being closed. That explanation raises authority and recipient questions; it should not be treated as merely correcting a spelling error in a saved beneficiary.

Can urgency replace the checks?

No operational deadline should be treated as evidence of authority. Escalate a time-sensitive request promptly and explain the outstanding requirements accurately. Ask the responsible specialists about the payment timetable and any legal or regulatory reporting issues. Avoid accusing the investor of wrongdoing without an established basis.

After an approved payment, reconcile the entitlement and cash movement without changing the identity of the investor in the member records simply to match the payee. Retain the decision file with access restricted to authorised people.
