Work Permit Singapore 2026: Complete Employer’s Guide (Quota, Levy & Renewal)

Colleagues discussing documents in a meeting

If you’re hiring foreign workers in Singapore’s construction, marine, process, or services sectors, the Work Permit is the foundation of your workforce strategy. Yet many employers discover quota overruns, levy shocks, or renewal rejections only after they happen — often at the worst possible time.

This 2026 guide covers everything employers need to know: who qualifies, how quota (Dependency Ratio Ceiling) is calculated, the latest levy rates, the application process, and how to manage renewals without disruption.

What Is a Work Permit?

A Work Permit (WP) is a work authorisation issued by the Ministry of Manpower (MOM) for semi-skilled foreign workers. It differs from an Employment Pass (for professionals) and an S Pass (for mid-skilled workers) in that:

Approved Source Countries (2026)

The list of approved countries varies by sector. For most sectors, MOM approves workers from:

Always verify the current approved source country list on the MOM website before recruiting, as the list is reviewed periodically.

Dependency Ratio Ceiling (DRC): How Quota Works

The Dependency Ratio Ceiling (DRC) determines the maximum proportion of WP holders you can employ relative to your total workforce. Exceeding your quota means you cannot hire additional WP workers until your local headcount grows or existing WP workers leave.

2026 DRC Rates by Sector

Sector DRC (WP as % of total workforce) Man-Year Entitlement (MYE)
Construction Up to 1:5 (for companies with 10+ locals) Applies — separate quota for higher-cost source countries
Marine Shipyard Up to 4.5 times local workforce Applies
Process Up to 1:7 Applies
Manufacturing Up to 60% of total workforce Does not apply
Services Up to 35% of total workforce Does not apply

Note: DRC rates are subject to revision. Always verify current rates at mom.gov.sg.

How to Calculate Your Quota

Your quota is based on the number of Singaporeans and Permanent Residents (PRs) on your CPF payroll. For example, if your services company has 20 locals (SCs + PRs), your WP quota is 20 × 35% ÷ (1 − 35%) ≈ 10.8, so you may employ up to 10 WP workers. Add one local and you gain roughly 0.5 additional WP slots.

Work Permit Levy Rates 2026

Levy is paid monthly by the employer — it is not deducted from the worker’s salary. Rates differ by tier (basic vs. skilled) and sector. The government uses levy increases as a calibration tool to encourage productivity upgrading.

Services Sector Levy (2026)

Tier Monthly Levy (Basic Tier) Monthly Levy (Higher Tier, >25% WP ratio)
Unskilled S$650 S$950
Skilled (R1) S$370 S$650

Manufacturing Sector Levy (2026)

Tier Basic Tier Higher Tier (>25%)
Unskilled S$600 S$900
Skilled (R1) S$300 S$600

Construction and marine levy rates are higher and include Man-Year Entitlement (MYE) components. Skilled worker (R1) status is granted to workers who hold a higher-skilled worker certificate (e.g., Renewable Energy, Construction) or have at least two years of experience in a higher-skill occupation.

How to Apply for a Work Permit

The entire process is handled through WP Online, MOM’s employer portal at mom.gov.sg.

Step-by-Step Application Process

  1. Check eligibility: Confirm the worker’s nationality, age (18–50 for most sectors; up to 58 for construction/marine), and that your company has sufficient quota.
  2. Obtain In-Principle Approval (IPA): Submit the application via WP Online. MOM typically processes within 7 business days. The IPA is valid for 3 months.
  3. Worker arrives in Singapore: Within the IPA validity, the worker enters Singapore. Ensure a valid work pass is not already held.
  4. Medical examination: Worker undergoes a medical check within 2 weeks of arrival at a MOM-approved clinic — includes HIV, TB, and syphilis screening.
  5. Security bond: Employers must purchase a S$5,000 security bond per non-Malaysian WP holder before the card is issued.
  6. Finger-printing and card collection: Worker attends a Work Pass Division appointment to collect the WP card.
  7. Purchase medical insurance: Employers must provide medical insurance with at least S$15,000 inpatient coverage per year, effective from the first day the worker starts work.

Employer Obligations Under the Work Permit Framework

Work Permit Renewal

Work Permits are issued for up to 2 years (new hires) and can be renewed for up to 3 years at a time, depending on the sector and worker’s skill tier. Renewal is permitted up to age 50 for most sectors (higher age limits apply to construction and marine).
