It is administered by the Maritime and Port Authority of Singapore (MPA), with the tax treatment grounded in the Income Tax Act 1947 on Singapore Statutes Online. Rather than a single benefit, the MSI is best understood as a family of awards, each targeting a different maritime activity.

The Main MSI Awards

There are four principal awards under the MSI umbrella. Choosing the right one depends on what your company actually does.

MSI-AIS (Approved International Shipping Enterprise)

The MSI-AIS award encourages established international shipowners and operators to base their commercial shipping operations in Singapore. An approved company enjoys tax exemption, or an alternative basis of tax calculated on the net tonnage of its ships, on qualifying shipping income. The award is granted for a five-year non-renewable period, with the option to graduate to a ten-year renewable award if the qualifying conditions are met.

MSI-SRS (Shipping Enterprise, Singapore Registry of Ships)

The MSI-SRS award supports companies that own or operate ships registered under the Singapore Registry of Ships, and qualifying foreign-flagged vessels. Qualifying income from operating these ships is exempt from tax, and withholding tax exemptions are available on qualifying financing. MSI-ML (Maritime Leasing)

The MSI-ML award enhances Singapore’s position as a funding base for maritime assets. It offers tax concessions for up to five years on qualifying leasing income earned by ship or container leasing companies, business trusts, and partnerships. It suits lessors and financiers who put vessels and sea containers on the water rather than operate them.

MSI-SSS (Shipping-Related Support Services)

The MSI-SSS award nurtures the ecosystem around shipping. It grants a concessionary tax rate of 10% on incremental income from a range of qualifying shipping-related support services, such as ship broking, forward freight agreement trading, ship management, and maritime insurance.

MSI awards are approved by MPA and are conditional on the company committing real economic substance to Singapore: local business spending, qualifying headcount, and genuine commercial operations. As with the country’s other headline incentives, the specific commitments are negotiated with the agency and set out in the award letter, and the concession is contingent on the company continuing to meet them.
