Singapore’s work visa landscape in 2026 is more segmented than ever. If you are a foreign professional, executive or business owner considering a move to Singapore — or an employer sponsoring international talent — you need to know which pass fits. The Employment Pass (EP), Personalised Employment Pass (PEP) and Overseas Networks & Expertise Pass (ONE Pass) sit at the top of the Ministry of Manpower (MOM) hierarchy, but each serves a very different profile.
This guide compares the three side-by-side: eligibility, salary thresholds, duration, mobility, dependants, and the practical trade-offs employers and applicants often overlook.
The Three-Tier Landscape at a Glance
All three are administered by MOM and only issued to foreign nationals. But they are targeted at very different candidates. The EP is a sponsored employment visa tied to a single employer. The PEP is a personal, employer-untethered pass for high-earning professionals already in Singapore. The ONE Pass is a five-year top-tier pass for globally distinguished talent, with the flexibility to hold multiple concurrent roles.
The distinction matters because the wrong choice can cost time, money and, in some cases, immigration eligibility. Applying for a lower-tier pass when you qualify for a higher-tier one wastes the salary uplift; applying for a higher-tier pass when you do not qualify wastes the application fee and burns time on rejection.
Employment Pass (EP): The Workhorse Visa
Who It’s For
Foreign professionals, managers, executives and specialists hired by a Singapore-registered employer. The EP is by far the most common Singapore work visa for skilled foreign hires.
2026 Requirements
The current minimum monthly salary is S$5,600 (S$6,200 for financial services), rising with age. Duration and Mobility
Two years on the first issue, three years on renewal. The EP is tied to the sponsoring employer — a change of job means a fresh application by the new employer. Dependants (spouse and unmarried children under 21) can join under Dependant’s Passes if the EP holder earns at least S$6,000/month.
When the EP Is the Right Choice
The EP fits 90% of foreign hires. Choose it when the candidate has a firm offer, a sponsoring Singapore entity, and salary in the S$5,600–S$25,000 range. Anything above that ceiling should prompt a re-look at the PEP or ONE Pass.
Personalised Employment Pass (PEP): The Portable Pass
Who It’s For
High-earning individuals already holding an EP — or foreign professionals earning S$22,500+/month elsewhere — who want the freedom to change jobs without applying for a new pass each time. Since 1 September 2023, MOM raised the qualifying salary sharply, and PEPs are now genuinely elite.
2026 Requirements
Overseas applicants: last drawn fixed monthly salary of S$22,500 within the six months preceding the PEP application. Current EP holders: fixed monthly salary of at least S$22,500. Duration and Mobility
Three-year, non-renewable pass. During that period the holder can switch jobs freely without a new pass. A PEP holder must earn at least S$270,000 in the calendar year to keep the pass active; falling short triggers cancellation.
Trade-Offs
Portability is the main draw — invaluable for professionals in fast-moving industries or in advisory/consulting careers. The downside: no renewal. After three years, the holder either transitions to a new EP with a sponsoring employer, applies for the ONE Pass if eligible, or moves to Singapore PR.
Overseas Networks & Expertise Pass (ONE Pass): The Top-Tier Visa
Who It’s For
Globally distinguished talent — leaders in business, arts, sports, science, technology and academia. Introduced in January 2023, the ONE Pass is Singapore’s most prestigious work visa and specifically designed to attract world-class individuals who are typically fielding competing offers from other financial and innovation hubs.
2026 Requirements
Two eligibility routes: (1) fixed monthly salary of at least S$30,000 within the past year, working for an established company (market cap at least US$500 million or annual revenue at least US$200 million); or (2) exceptional achievements in one of the specified fields, backed by verifiable evidence. Applicants do not need a Singapore employer at the point of application, but candidates outside Singapore must show they have worked for an established company for at least one year within the past five years.
Duration and Flexibility
Five years, renewable for another five. The ONE Pass allows holders to start, operate, and work for multiple companies simultaneously — a critical benefit for portfolio executives, founders, and directors sitting on multiple boards. Dependants join under Dependant’s Passes; spouses may apply for a Letter of Consent to work.
The Family Office Angle
The ONE Pass has become a mainstay for principals setting up Singapore family offices under Section 13O or Section 13U. It sidesteps the EP’s employer-tied structure, allows the principal to hold multiple positions across the family office, holding companies and investee businesses, and lasts long enough to bridge into PR. Which Pass Should You Choose?
Choose the EP if you have a firm job offer with a specific Singapore employer and salary is in the standard professional range. Nearly all foreign hires start here.
Choose the PEP if you are already a high-earning EP holder and want to leave your current job without an immediate replacement offer, or if you plan to job-hop during your Singapore stint. Note the S$270,000 annual income floor — miss it, and you lose the pass.
Choose the ONE Pass if you are a senior executive, founder, or globally recognised talent, and you need the flexibility to sit on multiple boards, run several companies, or draw income from multiple sources. This is the strongest visa for family office principals and serial entrepreneurs.
Common Application Mistakes
Salary numbers that don’t reconcile. MOM cross-checks salary against tax filings for both the applicant and the sponsoring entity. Inflated salaries on paper without matching CPF and IRAS records will trigger a rejection or, worse, a fraud investigation.
Applying for a PEP while already outside Singapore too long. The six-month “last drawn salary” window is strict. Overseas applicants who waited too long between exiting their previous role and applying end up disqualified.
Underestimating COMPASS for the EP. An applicant meeting the S$5,600 floor can still fail if the employer’s local workforce share is too low or the applicant’s qualifications don’t score. Run the calculator before filing.
ONE Pass “exceptional talent” route without documentation. Peer-reviewed publications, award lists, media coverage, and revenue metrics all need to be submitted upfront. A subjective claim of expertise without evidence gets refused.
What Happens After the Pass — PR and Citizenship
All three passes are pathways to Singapore Permanent Residency, though the underlying likelihood varies. EP holders typically apply for PR after 2–3 years of contributions. PEP holders often use their non-employer-tied status to consolidate a strong PR case around income and CPF contributions. ONE Pass holders are, in practice, given faster PR consideration under the Global Investor Programme or Foreign Artistic Talent scheme routes.

Employer Obligations You Cannot Ignore
For the EP, the sponsoring employer bears reporting duties: notifying MOM of employment changes within 7 days, updating salary changes, and cancelling the pass when the holder leaves. Employers should run a triage before every foreign hire: check COMPASS, check the salary against IRAS-reportable income, run scenarios if the candidate already lives in Singapore on a different pass. Individuals should not assume the higher-tier pass is always better — the PEP’s non-renewable clock and the ONE Pass’s evidentiary bar catch many applicants off-guard.
