When a Singapore company wants to bring in a foreign trainee for a short structured attachment — a management trainee from an overseas subsidiary, or a foreign student completing a work placement that is part of their studies — the Employment Pass is usually the wrong tool. The right one is the Training Employment Pass (TEP), a short-term work pass built specifically for training stints. This guide explains who the TEP is for, the salary threshold, how long it lasts, and how it differs from a full Employment Pass.
What is the Training Employment Pass?
The Training Employment Pass is a work pass issued by the Ministry of Manpower for foreign professionals who come to Singapore for practical training, rather than to fill a permanent job. It is designed for two distinct groups:
Foreign trainees sent by a foreign office, subsidiary, or related company of a Singapore-registered entity, who come here for practical training in professional, managerial, executive, or specialist skills; and foreign students undertaking practical training in Singapore that forms part of their course of study at an acceptable institution.
Salary and eligibility requirements
| Requirement | Detail |
|---|---|
| Minimum fixed monthly salary (trainees) | At least S$3,000 |
| Validity | Up to 3 months |
| Renewable | No |
| Purpose | Practical training, not permanent employment |
| Sponsor | The Singapore host company / related entity |
The “fixed monthly salary” is the basic monthly salary plus fixed monthly allowances. It excludes variable payments such as performance bonuses and productivity incentives. For foreign students on a course-related attachment, the salary threshold may be applied differently — the pass focuses on the training being a genuine part of their studies. Because thresholds and conditions are periodically updated, always confirm the current position on the MOM website before you commit to a start date.
How the TEP differs from the Employment Pass
The two passes look similar but serve opposite purposes. The Employment Pass is for ongoing employment and is renewable for years; it is assessed against the qualifying salary and the COMPASS points framework. The Training Employment Pass is short, single-use, and training-focused, and it does not go through COMPASS. If your intention is to hire the person into a real role, you should apply for an Employment Pass from the outset rather than trying to convert a training pass later. If an EP application is unsuccessful, our guide on appealing an EP rejection sets out the options.
When the TEP is the right choice
Typical scenarios where the Training Employment Pass fits:
A multinational rotates a high-potential manager from its Jakarta office through the Singapore headquarters for an eight-week leadership programme. A foreign university student on a professional degree needs a two-month industry attachment at a Singapore firm to complete their course. A regional group brings graduate hires to Singapore for a short structured induction before deploying them back to their home markets. In each case, the stint is temporary and developmental — exactly what the TEP is built for.
What if the training will exceed three months?
Because the TEP is capped at three months and cannot be renewed, longer training programmes need a different pass. Depending on the salary and role, that usually means an Employment Pass or an S Pass. Employers planning a six- or twelve-month programme should structure the immigration approach around the actual duration from the start, rather than assuming a training pass can be extended. Application essentials
The Singapore host entity (or its related company) sponsors and submits the application. You will typically need the trainee’s passport details, educational and professional background, a description of the training programme, the training period, and evidence of the salary or stipend arrangement. Because processing takes time, apply well ahead of the intended start date, and do not let the trainee begin work until the pass is issued.
Frequently asked questions
Can a Training Employment Pass be renewed?
No. It is valid for up to three months and is not renewable. If the person has held a TEP before for the same type of training, they generally cannot get another one.
Can a trainee on a TEP later switch to an Employment Pass?
They would apply for an EP as a fresh application, assessed on its own merits against the qualifying salary and COMPASS. The TEP does not guarantee an EP.
Does the trainee’s family get dependant passes?
Given its short duration, the TEP is not a route to dependant passes. Longer-term passes such as the EP have their own dependant provisions.
Who pays the trainee?
The salary or training stipend is typically paid by the sponsoring entity, and it must meet the applicable fixed monthly salary requirement for trainees.
