Two EDGE Activities Compete for the Annual Cap: Prepare the Budget Decision

White calculator on a desk

If two proposed EDGE activities compete for the same annual funding capacity, prepare a combined decision rather than assessing each quotation in isolation. The director needs to see the available support, existing commitments and the company’s own cash contribution.

The EDGE FAQ sets an annual company cap of S$100,000, refreshed on 1 April, with a S$30,000 limit within it for specified digital solutions, enterprise systems and pre-scoped equipment. Activity-specific conditions still apply.

Build one company-wide grant schedule

List current applications, approvals and proposed projects under the correct applicant entity. Record the support requested or approved and the period to which it relates. Identify uncertain amounts instead of counting them as available capacity or guaranteed reimbursement.

Ask whether different teams have been working from separate budgets. A finance department considering a system and a sales department planning overseas activity may each assume the whole company cap remains unused.

Example: the best operational project is not the largest grant

A business is choosing between a system that removes a costly manual process and an overseas initiative with a higher potential support rate. Compare the expected business value, readiness, delivery risks and cash requirements. A headline percentage does not establish which project deserves priority.

Compare the projects on the same basis

Show the assumptions alongside the figures. If an activity’s eligible amount remains unclear, present a range or unresolved item rather than an exact grant forecast without support.

Use the grant year rather than the company’s accounting year

The company’s financial year-end may differ from the grant-cap period. Keep the two calendars separate in the decision paper. Do not assume the cap resets when the company closes its accounts.

Where timing affects the proposed projects, check the official requirements and their expected delivery dates. Delaying a commercially urgent project merely to pursue possible funding can carry its own costs and risks.

Plan the cash flow before choosing

A reimbursement model means the company needs to finance expenditure before support is paid. Include supplier deposits, instalments, tax and operating costs. Assess whether both projects can be delivered if one application is rejected or a claim is delayed.

Confirm staff capacity too. An approved project still needs someone to manage the supplier, preserve evidence and complete the claim file. Two simultaneous initiatives can strain the same finance or operations team.

Record the decision and revisit material changes

The director’s approval should identify the selected activity, budget, assumptions and conditions for proceeding. If a quotation or business plan changes, revisit the assessment before committing more money. Keep the application and commercial approval consistent.

Can the company apply for different activities at the same time?

The official FAQ permits concurrent applications for different activities, subject to the applicable requirements. That does not remove the shared cap or the need to assess resources.

Is the maximum advertised support our expected grant?

No. Use the selected activity’s requirements and the company’s actual circumstances, with approval still subject to assessment.
