Global Investor Programme Singapore 2026: Requirements, Process and Common Mistakes

The Global Investor Programme (GIP) is Singapore’s most prestigious pathway to Permanent Residence (PR) for high-net-worth individuals. Administered by the Economic Development Board (EDB) of Singapore, the GIP awards PR status to qualifying investors who commit substantial capital and demonstrate a serious intention to grow business or wealth from Singapore. The bar is high — and so are the rejection rates for unprepared applicants.

This guide explains the 2026 GIP framework, the four investor profiles, the investment options, the documentation needed, and the common mistakes that get applications rejected.

What Is the Global Investor Programme?

The GIP grants PR status under Singapore’s Re-Entry Permit framework, with a renewable Re-Entry Permit (initially 5 years). The applicant’s spouse and unmarried children under 21 can be included as dependants. Unmarried children under 21 also receive PR if included on the same application; parents and married children require separate Long Term Visit Pass (LTVP) applications.

Critically, GIP is the only investor-pathway PR scheme in Singapore. There is no “passive investment” PR like Portugal’s Golden Visa — applicants must commit to active business or fund creation in Singapore.

The Four Eligible Investor Profiles

From the March 2023 revisions onwards, EDB recognises four profiles. Each has its own track record and net worth requirements. The 2026 framework continues to operate on these four categories:

Profile A: Established business owners

  • Minimum 3-year entrepreneurial / business track record.
  • Most recent year revenue of ≥ S$200 million, AND ≥ S$200m average annual revenue over the past 3 years.
  • For private companies: applicant holds at least 30% shareholding.
  • Company must be in one of the EDB’s qualifying industries.

Profile B: Next-generation business owners

  • Family company meets Profile A revenue thresholds.
  • Applicant is part of the management team (e.g. founder’s child, executive).
  • Applicant must own at least 30% directly OR be the largest individual shareholder OR be among the most senior management.

Profile C: Founders of fast-growth companies

  • Founder of a Singapore- or foreign-incorporated company with valuation of ≥ S$500 million.
  • Backed by reputable VC/PE investors.
  • Applicant is one of the largest individual shareholders.

Profile D: Family office principals

  • Net investible assets of ≥ S$200 million.
  • 5-year entrepreneurial / investment / corporate management track record.
  • Intends to set up a Single Family Office in Singapore with at least S$50m AUM (in Singapore-based assets).

The Three Investment Options

Once approved in principle, the applicant must commit capital in one of three ways:

Option Minimum Investment What It Means
Option A S$10 million Invest in a new business entity or expand existing operations in Singapore
Option B S$25 million Invest in a GIP-select fund that invests in Singapore-based companies
Option C S$200 million net AUM Establish a Single Family Office in Singapore (Profile D only)

All three options require the investment to be deployed within 12 months of PR approval, and maintained for at least 5 years.

Step-by-Step Application Process

  1. Pre-application advisory: engage an EDB-recognised consultant or corporate services firm to assess fit and prepare documents.
  2. Submit application to Contact Singapore / EDB, including business profile, financials, source of funds, and detailed business or family office plan.
  3. Interview with EDB officials in Singapore. Be prepared for deep questioning on business strategy, headcount commitments and value-add to Singapore.
  4. Approval in Principle (AIP) — typically takes 6 to 12 months.
  5. Make the investment within 6 months of AIP.
  6. Final PR approval issued after investment is documented.
  7. Formalisation: collect PR documents at ICA, biometrics, Re-Entry Permit issuance.

End-to-end timeline: typically 12 to 18 months.

Documents You Will Need

  • Comprehensive CV with academic and career history.
  • Audited financials of the family company (3 years).
  • Source of funds documentation (bank statements, sale documents, dividend statements).
  • Detailed 5-year business or family office plan with headcount and expense projections.
  • Shareholding documents.
  • Personal tax returns (last 3 years).
  • Birth, marriage and academic certificates for the applicant and dependants.
  • Police clearance certificates from countries of residence.

Quotas, Renewal and What PR Means in Practice

EDB has not published a formal annual quota, but anecdotally GIP grants only a few hundred PRs each year. The initial Re-Entry Permit is for 5 years, renewable for 3 years thereafter — subject to continued investment, physical presence in Singapore, and meeting business commitments.

GIP PRs can later apply for Singapore citizenship, subject to the standard MFA criteria (typically 2 years as PR, integration, contribution).

Common Mistakes That Sink Applications

  1. Treating GIP as a “passive Golden Visa”. EDB expects active business creation and value-add. Pure passive investments without economic substance are rejected.
  2. Weak source-of-funds documentation. The wealth must be clearly traceable. Crypto-origin wealth raises additional scrutiny.
  3. Vague business plans. Generic “I will incorporate a Singapore HoldCo and invest in Asia” plans without specific headcount, sector and capex are rejected.
  4. Industry mismatch. Some industries (gambling, pure real estate flipping) are excluded.
  5. Insufficient Singapore commitment. Applicants who plan to be in Singapore only a few weeks a year struggle to justify approval and renewal.
  6. Hiring shortcuts. Business plans must demonstrate genuine local hiring (Singaporeans and PRs), not just nominee directors.
