Construction and built environment firms in Singapore have two main BCA grants for upgrading how they work. The Built Environment Technology and Capability (BETC) Grant co-funds up to 70% of qualifying costs for SMEs (50% for non-SMEs) for projects in new enterprise capabilities, advanced technology and manpower, for applications submitted by 31 March 2027, after which the rates fall to 50% and 30%. The Built Environment Productivity Solutions Grant (BE PSG) co-funds up to 50% of pre-approved digital solutions and advanced equipment for local SMEs, capped at S$50,000 and S$300,000 per firm over five years.

Which BCA grant fits your project?
The two grants solve different problems. BE PSG is for buying an off-the-shelf solution or machine from a pre-approved vendor. BETC is for a firm-level transformation project that you design yourself, such as moving to lean construction, deploying robotics across your operations or redesigning jobs.
| BETC Grant | Built Environment PSG | |

| What it funds | Projects building enterprise, technology and manpower capabilities | Pre-approved digital solutions and pre-approved advanced equipment |
| Funding level | SMEs up to 70%, non-SMEs up to 50% (applications to 31 March 2027); SMEs up to 50%, non-SMEs up to 30% (1 April 2027 to 31 March 2030) | Up to 50% |

Both grants share one rule: you must not start work, pay a deposit or sign a contract with a supplier before you apply.
What does the BETC Grant fund?
BETC supports three kinds of capability. BCA’s examples are:
- Enterprise capabilities: lean construction and collaborative contracting.
- Advanced technologies: digital solutions within BE-focused Integrated Digital Delivery (IDD) use cases and the BE Industry Digital Plan, and robotics and automation.
- Manpower capabilities: innovative sourcing of higher-skilled workers, job and process redesign, and specialised training.
Qualifying costs are equipment, software, materials, consultancy and professional services. All initiatives must be carried out in Singapore.
BCA expects the capability to last beyond a single project. The proposal should show how it aligns with the firm’s long-term goals, drives continuous improvement, transfers knowledge within the firm and goes beyond current industry standards.
What outcomes must a BETC project deliver?
The firm must commit to at least one of these outcomes, and may need to meet more depending on the initiative:
- Productivity improvement in the firm’s operations.
- More skilled workers who complete specific new training or are recruited through innovative methods supported by the grant.
- More local employees earning monthly wages of S$5,000 or more (BCA notes this figure is subject to review).
- More professionals, managers, executives and technicians upskilled through curated specialised courses or an in-house training academy supported by the grant.
BCA sets the funding level after evaluating the expected transformation outcomes against industry standards, the level of innovation and the investment cost. The percentages are maximums, not entitlements.
Who counts as an SME for BETC?
BCA’s BETC page defines an SME as a company with group annual sales turnover of not more than S$100 million or group employment of not more than 200 employees. Firms above both limits apply at the non-SME rate.
Why the 31 March 2027 date matters
BETC’s funding rate depends on when you submit the application, not when the project finishes. An SME that submits by 31 March 2027 can be considered for up to 70%; the same project submitted on 1 April 2027 can be considered for up to 50%. For non-SMEs the drop is from 50% to 30%.
Example: A local subcontractor with 80 staff plans a S$300,000 project combining lean construction consultancy, a robotic layout system and specialised training for its supervisors. If BCA approves it at the maximum rate, an application submitted in February 2027 could attract up to S$210,000. Submitted in May 2027, the maximum would be S$150,000. A well-prepared application before the deadline is worth S$60,000 more to this firm at the maximum rates. This is a hypothetical illustration; BCA decides the actual level.
Rushing an incomplete proposal is not the answer either. BCA may ask for more documents, and a weak proposal can be approved at a lower rate or rejected.
What does the Built Environment PSG cover?
BE PSG is the built environment version of the Productivity Solutions Grant and is administered by BCA. It covers:
- Pre-approved digital solutions under the BE Industry Digital Plan, capped at S$50,000 per firm over five years.
- Pre-approved advanced equipment, including robotics and automation such as wall-finishing, tiling, welding, demolition and cleaning robots, capped at S$300,000 per firm over five years.
Firms may make several applications within the caps, but cannot apply for the same solution twice, including one funded under an earlier tranche. Where an application includes several software licences, they must start on the same date.
Enterprise Singapore’s own PSG ended on 29 September 2026 and was replaced by the EDGE Grant from 30 September 2026. BCA has stated that this did not affect BE PSG, and that BE PSG is scheduled to move to EDGE in December 2026, with details to follow. Firms planning a BE PSG application should check BCA’s page for the transition arrangements. Our guide to the move from EDG, PSG and MRA to the EDGE Grant explains the wider change.
How do you apply?
BETC Grant
- Define the capability gap, the initiative and the measurable outcomes you will commit to.
- Obtain quotations for the equipment, software, consultancy or training, without signing or paying.
- Log in to the Business Grants Portal with Corppass and submit the application under BETC.
- Respond promptly to any BCA request for additional supporting documents.
BCA states that third-party companies cannot apply for or manage the grant on the applicant’s behalf. A consultant can help you prepare, but your own authorised officer must submit. Our article on grant consultant and applicant roles explains where that line sits.
Built Environment PSG
- Check the GoBusiness website for supportable BE solutions.
- Get a quotation from a pre-approved vendor that matches the approved solution package.
- Prepare the documents listed below.
- Apply on the Business Grants Portal using Corppass. BCA states processing takes up to 30 working days after complete documents are submitted.
- If approved, accept the Letter of Offer on the portal before proceeding.
BE PSG documents checklist
- Quotation from the pre-approved vendor
- Three years of financial statements, plus group documents if applicable
- Screenshot of the Digital Health Check result, bearing the company stamp or logo
- For a project deployed away from your ACRA registered address, the Letter of Award or signed contract
What happens after approval?
For BE PSG, BCA requires the solution to be purchased or subscribed as approved, used for at least one month and fully paid before you claim. The claim on the Business Grants Portal includes the endorsed quotation, invoice, proof of payment, licence or serial number screenshots (or a vendor letter if none exists), a usage report and user list covering at least one month for digital solutions, a delivery order for equipment, and a retaken Digital Health Check result. Approved claims are paid through Vendors@Gov, so the firm needs an account there.
BCA’s BETC page does not describe the claims process; the conditions will be set out in the Letter of Offer. Plan for evidence of costs and of each outcome you committed to. Our guide to claims, compliance and audit after a grant is approved covers the record-keeping that applies to most grants.
Common reasons applications fail
- Project already started. A signed contract, deposit or payment before applying disqualifies the cost under both grants.
- Vendor or solution not pre-approved. BE PSG only funds solutions and vendors on the approved lists, matching the approved package.
- Repeat solution. BE PSG will not fund the same solution twice, even across tranches.
- Outcomes not measurable. A BETC proposal without a baseline and a clear target for productivity, skilled workers, wages or upskilling is hard for BCA to assess.
- One-off project focus. BETC is for firm capability that lasts, not equipment bought for a single site.
- Financial capacity in doubt. BETC requires firms to be financially able to start and complete the initiative, so up-to-date accounts matter.
Frequently asked questions
Can a non-SME main contractor apply for BETC?
Yes. BETC is open to all BE firms registered and operating in Singapore. Non-SMEs can be considered for up to 50% for applications submitted by 31 March 2027, and up to 30% afterwards.
What happened to the Productivity Innovation Project (PIP)?
BCA’s BETC page does not refer to PIP. BETC is the current BCA scheme for firm-level capability projects, open from 1 April 2025. If you hold an older approval, follow the terms of that letter of offer.
Is there a dollar cap on BETC funding?
BCA has not published one. Funding is stated only as a percentage of qualifying cost, and BCA decides the level based on outcomes, innovation and cost.
Can we use BE PSG for a robot and BETC for the wider rollout?
The grants cover different things, but keep the costs clearly separate so no item is funded twice, and disclose other grants when BCA asks. Confirm the combination with BCA before signing anything.
Will BE PSG still exist after December 2026?
BCA has said BE PSG is scheduled to move to EDGE in December 2026 and that more details will follow. Check the BCA BE PSG page before applying.
Full BETC details are on the BCA BETC Grant page, and other built environment schemes are listed in our directory of Singapore government grants for companies.
