If the salary in an EP renewal file differs from the contract or payroll, resolve the difference before submission. Identify the agreed fixed monthly salary, changes made and amounts actually paid. A clean application should be supported by consistent company records.

MOM’s EP update guidance requires employers to notify salary changes. Its renewal guidance also requires the relevant eligibility criteria to be met; renewal is not guaranteed by an existing pass.
Establish which figure is which
Compare the employment contract, amendments, payroll register, payslips, payment records and MOM information. Distinguish fixed salary from bonuses, reimbursements and other components. Do not describe a variable annual payment as a fixed monthly component simply to align a figure.
Check effective dates. A future approved increase, an increase already implemented and a proposal still under discussion should not appear as the same fact.
Example: the annual increment never reached the pass file
The company increased an employee’s fixed salary, updated payroll and paid the higher amount, while the HR file still contains the older contract version. Reconcile the amendment, payment history and official notification position. Do not submit whichever document has the most favourable figure without explaining the discrepancy.
Prepare a salary-change chronology
- Original agreed salary and effective date.
- Each subsequent amendment and approval.
- Payroll implementation and payments.
- Any unpaid or disputed amount.
- Relevant MOM updates and outcomes.
- The proposed salary and role at renewal.
Give the employee an opportunity to clarify genuine discrepancies in their records. Avoid retrospectively creating documents suggesting an agreement was signed earlier than it was.
Check the actual eligibility assessment
Use the current official requirements for the candidate’s age, sector and renewal circumstances. The EP qualifying salary and the COMPASS salary criterion are different assessments. An increased figure does not automatically establish that the full application meets the requirements.
Check other renewal information, including role and employer records. Salary reconciliation is one part of a complete file, not a substitute for the rest of the assessment.
Resolve payroll errors on their own merits
If the company paid the wrong amount, assess the employment and accounting correction. A new pass application should not conceal an unpaid contractual entitlement. Document any arrears, adjustment and communication accurately.
Where there is a salary dispute or proposed reduction, obtain employment advice and follow the applicable process. Do not assume a payroll edit alone changes the employee’s contractual rights or pass eligibility.
Keep the final approved version
Store the reconciled salary schedule, supporting documents and actual submission record. Identify who checked and approved the information. After the outcome, review the issuance requirements and relevant payroll changes instead of treating application submission as completion.
Is a payslip sufficient to resolve every salary difference?
No. Compare the agreement, actual payments and official record.
Does a salary increase guarantee renewal?
No. The candidate and employer must meet the applicable assessment, with the outcome decided by MOM.
