If a Singapore-based employee is paid from overseas, establish the actual employer, work location and employee status before deciding the CPF position. The country of the bank payment is not the whole test.

CPF Board’s guidance states that contributions are required for Singapore citizen and PR employees working in Singapore even where the contract is signed overseas.
Map the employment arrangement
Review the contract, employing entity, reporting arrangements and actual place of work. Distinguish a payroll processor from the employer and an EOR arrangement from direct overseas employment.
Do not assume that the group company making the transfer necessarily bears every employment obligation.
Example: a foreign parent runs the payment file
The Singapore employee’s pay comes from the parent’s payroll, while the employment documents name another entity. Reconcile the documents and facts before configuring contributions or issuing employment letters.
Prepare the review pack
- Contract and amendments.
- Employee citizenship or PR evidence.
- Actual work location and relevant dates.
- Employing and paying entities.
- Gross wages and existing contribution records.
- Responsible local contacts and required actions.
Work-pass, tax and employment-law questions should be assessed separately where relevant. A CPF conclusion does not establish permission for every foreign employee to work in Singapore.
Resolve responsibility clearly
Ask advisers who should perform each obligation and how the actual arrangement should be documented. Avoid informal claims that the foreign payroll system makes local obligations disappear.
Where records are inconsistent, preserve the original evidence and correct them through the appropriate process. Do not rewrite the employment history merely to fit the preferred payroll setup.
Review future changes in location or employer
A genuine overseas posting or transfer can change the questions that need assessment. Review the new facts rather than carrying forward the Singapore-based conclusion automatically.
Keep the advice, payroll configuration and contribution outcomes with the employment file.
Does an overseas payment account determine CPF liability?
No. Review the actual employment facts and official requirements.
Is the payroll processor always the employer?
No. Establish the legal and factual arrangement.
