P-Max

Singapore waterfront and business district

P-Max is a Workforce Singapore (WSG) programme that helps SMEs recruit, train, and retain Professionals, Managers, Executives and Technicians (PMETs). It includes structured workshops for both employers and new hires, and SMEs may receive a one-time grant upon completing programme requirements. Therefore, P-Max strengthens onboarding and reduces early employee turnover for smaller companies.

How P-Max works

  1. SME registers with an approved P-Max programme manager (e.g., NTUC Learning Hub, SNEF, ASME).
  2. Employer attends a workshop covering performance management and communication.
  3. PMET hire attends their onboarding workshop.
  4. SME implements the performance management tools learned.
  5. After the PMET completes around 6 months of employment, the SME submits documents for grant processing.
  6. Programme manager verifies compliance and the SME receives the one-time grant.

Worked example (SG context)

For example, an SME hires a new operations executive who is a Singapore Citizen. As a result, the company joins P-Max to support onboarding and training. After both the employer and employee complete their workshops and the employee remains for six months, the SME submits the required documents. Consequently, the company receives the P-Max grant and benefits from clearer HR processes.

Common pitfalls & tips

Q2. Can foreigners join P-Max?
A2. No. Only Singapore Citizens and Permanent Residents are eligible.

Q3. Can an SME apply for more than one PMET?
A3. Yes, but each application must involve a new eligible hire and must meet programme limits.

Q4. Are part-time roles eligible?
A4. No. The PMET hire must be full-time and permanent.
