PR application help can organise documents and explain the preparation process, but it does not replace the applicant’s declarations or ICA’s assessment. Before engaging anyone, define the work they will do, who must log in and submit, and how you will review the final information.
Raffles Corporate Services works with a panel of experienced Singapore law firms who offer cost-effective and efficient legal service and advice. This article is general information only and is not legal advice.

Start with ICA’s position
On its permanent residence application page, ICA states that it has no affiliation with external migration agencies or commercial entities claiming to be immigration specialists or partners. ICA does not support or endorse services by self-proclaimed professional immigration consultancy providers for PR applications.
Do not interpret a provider’s branding, registration or advertisement as ICA endorsement. No adviser can guarantee approval. Our Singapore PR application guide covers the wider application framework; professional assistance does not create a different eligibility category.
Know who completes and submits the form
ICA distinguishes applications with a local sponsor from those without one. With a sponsor, the sponsor completes the form and the applicant reviews it and makes declarations before submission. Without a sponsor, the applicant completes the form, makes declarations and submits it.
Confirm the route applicable to you from ICA’s current instructions. Do not confuse a commercial preparer with a required local sponsor. Give advisers the information needed through secure channels, while keeping personal login credentials under your own control.
Agree the service scope before paying
- Who checks the document list and identifies missing evidence?
- Who reconciles employment, salary, education and family information?
- Does the work include a cover letter, and how will its facts be verified?
- Who arranges any required translation or certification?
- What happens if ICA requests further information?
- Which services, fees and later work are included?
Ask for a written explanation in terms you understand. A claim of “complete handling” should not leave you uncertain about your own review and declaration steps. Do not sign a statement you know to be inaccurate simply because someone says it is standard wording.
Review the evidence, not just the presentation
For example, a professional changes jobs during preparation. The draft narrative, employer details and payslips need to reflect the actual timeline. Polished language cannot resolve inconsistent facts. Require corrections before the final application is submitted.
If documents are not in English, separately check ICA translation and attestation requirements. A preparer’s informal translation does not automatically meet the required route. Keep the original record associated with the final translation.
Retain your final application record
Review the completed form and any accompanying explanation against the source documents. Keep copies of what was submitted, the acknowledgement and subsequent requests or responses. Ask how your documents will be stored, shared and returned, particularly if they include family or financial information.
Application support should make your file more accurate and manageable. It should not rely on invented achievements, undisclosed changes or promises about the outcome. If a factual issue cannot be resolved, raise it and obtain appropriate advice before making the declaration.
