If a rejected PR applicant has obtained a new qualification, an appeal should explain the genuine development and support it with the appropriate documents. Separate the date the programme was completed, the award date and the date evidence became available.
Raffles Corporate Services works with a panel of experienced Singapore law firms who offer cost-effective and efficient legal service and advice. This article is general information only and is not legal advice.
ICA’s appeal guidance requires appeals through its e-Service and says each is assessed on its merits. A new certificate is not a guarantee that the earlier decision will change.
Compare the new information with the original application
Retrieve the submitted qualification details and supporting documents. Identify whether the award is genuinely new, was pending at submission or was already included. An appeal should not describe previously submitted evidence as a new development.
Keep the rejection decision and application reference. Do not infer an undisclosed reason for rejection merely because the applicant has since earned another qualification.
Example: coursework finished before the award
An applicant completed coursework before applying, but the university issued the degree afterwards. The explanation should distinguish completion from the formal award and accurately state what the original application disclosed. Avoid claiming a new course of study where only the final certificate arrived later.
Prepare the evidence
- Certificate and transcript where relevant.
- Institution and award details.
- Completion and award dates.
- Supporting verification where applicable.
- Official translation requirements for non-English documents.
- A concise explanation of the difference from the earlier file.
Check the documents for consistent names and course details. Where a record is unclear, obtain clarification from the issuer rather than rewriting it yourself.
Explain relevance without overstating it
Describe the applicant’s actual work and how the qualification relates to it, if relevant. Use evidenced facts such as a changed role or professional registration. Do not invent employer endorsements, career achievements or future economic contributions.
A clear account is more useful than a long appeal repeating generic claims about commitment. Keep the development separate from assumptions about what ICA wants to see.
Use the prescribed appeal route
Follow the current e-Service instructions and the applicable applicant or sponsor login requirements. Do not use an old article’s email or postal appeal instructions when the official guidance specifies the online route.
Retain the actual submission acknowledgement and documents sent. A completed draft letter is preparation; it is not evidence of submission or a successful appeal.
Maintain lawful status while awaiting the outcome
Review the applicant’s current work or stay permission independently. A pending appeal should not be treated as an issued pass or permission to disregard existing conditions.
Does a new degree entitle the applicant to PR?
No. ICA assesses the appeal on its circumstances and the relevant factors.
Should the appeal claim that education caused the rejection?
Do not assert a reason unless supported by the actual decision or official communication.
